Should members of Congress vote according to their personal beliefs or should they vote according to the wishes of the voters they represent? Explain

This is not a hard question
I believe congress should vote to the wishes of the people they represent or why did we elected them. i need help explaining this. i know the answer but don’t know how to word it.

I agree with you. Most members of congress, particularly the liberal ones, have personal beliefs that are concerned solely with enriching themselves.

I know that unlike the present French national assembly election system, a different method was used in 1986. How does the proportional representation system with multi-member district affect on the outcome of the election? Did it over- or underrepresent the number of seats each party has gained compared to the actual votes it has received?

Also, what effects, in general, does the proportional representation system with multi-member districts have on the outcomes of elections?
